found under the sea's treasure is often found next to it allowing you to obtain its cargo it previously had. its best to be able to breathe underwater and have a few Recovery Pouch on hand as it may have more than one chest to bring above water. recovering a chest will put a debuff that lasts for 90 seconds but after it goes away you can bring any others up.
